According to Max Weber, all organizations exhibit in a sense some characteristics of bureaucracy, such as clear definition of duties and responsibilities for all members of the organization, hierarchical arrangement of various positions in the organization, an elaborate system of rules for each official to carry out his duties, impersonal nature of duties.
